Approve Award of Bid Invitation #1415 (Butterfly Valves-$60,155.21) Contingent Upon the Required Bonds, Proof of Insurance and Contract Documents Being Acceptable to the Board and Staff Attorneys:

Bids were received on April 17, 2007 from the following contractors:

1. HD Supply                                   $ 60,155.21
2. Southern Sales                          $ 64,860.00
3. C. I. Thornburg                          $ 58,907.65
4. Water Works Supplies             $ 64,862.94
5. HARCO, Inc.                               No Bid
6. Brock McVey                              No Bid

The scope of this project involves the furnishing of 22 new butterfly valves for the US 421 Water Line Relocation Project.  The engineering estimate for the vales was $72,814.17. The material costs will be reimbursed to the FPB by the KYT under the existing contract.

 HD Supply and Southern Sales confirmed the shortest delivery schedule of withing 56 days.  HD Supply submitted the lowest bid for delivery within that same time frame of 56 days.  C. I Thornburg had the lowest bid.  However, their delivery date was within 120 days.  Water Works Supplies had the highest bid with a delivery schedule of 70 days.

KYTC plans to begin the US 421 widening project in October 2007.  Therefore, a short delivery schedule is required so FPB can relocate the water lines before road construction begins.

Staff recommends that the Board approve the award of Bid invitation #1415 (Butterfly Valves) to the lowest bidder with the shortest delivery schedule, HD Supply, in the amount of $60,155.21. 

Upon receipt of the required bonds and proof of insurance, contract documents will be forwarded to the Board and Staff Attorneys for their review and approval prior to execution by the Board.
