Approve Revisions of the Plant Board’s Rules, Regulations & Rates Governing Water Service:
Staff is recommending that the Board approve several changes to the Tariff, primarily to define guidance in providing water service to condominium projects and developments that do not dedicate public right of way.
The Plant Board has recently received several of these type developments: Sycamore Crossing, Duckers Lake Condos, Villas of Berry Hill, The Vineyards, Rockwood, etc., and the City and County Planning and Zoning Departments expect to see more of these developments in the future. Typically, these type of developments have several buildings consisting of two to four units located on one parent tract of land that is owned and maintained by the homeowners association (no subdivision of property). Furthermore, many of these developments do not dedicate public right of way.
Although our current tariffs address service and refunding for subdivision developments, commercial developments, and apartment buildings, they do not address public water mains outside dedicated right of ways (located in an easement) or a refund schedule for condominium developments.
Additionally, the proposed revisions address back-flow devices for agricultural meters, collection of a fee for hydrant flow tests, a disclaimer for providing hydrant flow tests, minimum bills and deposits for hydrant meters, and increasing the fees for testing large meters.
Each proposed change to the tariff has been listed on a sheet to facilitate review,complete with section identification and page numbers. Furthermore, proposed changes are highlighted in either green (proposed additional language) or red (proposed language to be deleted) in the tariff for review.
