Approve Proposed Timeline for the Board's Consideration of the PURPA (Public Utility Regulatory Policies Act) Title 1 Standards as Amended by the Energy Policy Act of 2005 (EPAct 2005) and Issuance of Public Notice:

Staff recommends that the Board adopt the following timeline and authorize issuance of the “Notice of PURPA Consideration and Hearing Process to All Eligible Customers.”  Also attached are informational materials regarding PURPA.

July 18, 2006, formal notice to commence the consideration of the PURPA Title 1            Standards.

August 8, 2006, deadline to begin the consideration of PURPA standards 14 and 15, Time based metering and Interconnection, respectively. We will also consider standard 11, net metering.

February 20, 2007, presentation to the Board of the proposed schedule for consideration.

March 1, 2007, advertise the public hearing and post the notice.

March 1, 2007, to the close of business on April 17, 2007, or at the close of the Public Hearing, whichever occurs latest, the Board will accept written comments from eligible participants.

April 17, 2007, conduct a public hearing to collect evidence in addition to the written comments.  Both oral and written comments will be accepted during the public hearing.

May 15, 2007, the findings will be presented to the Board for their consideration.
