Approve Proposal to Update the Job Classification/Pay Compensation Plan:

Staff recommends that the Board approve the proposal from Paul Combs & Associates, Inc. to review and update the Job Classification/Pay Compensation (JC/PC) Plan. The estimated cost for the review is $13,836 based on an hourly rate of $75. FPB will be invoiced only for actual time incurred. The proposed 2006-2007 budget includes funds for this project.

The proposal from Paul Combs & Associates, Inc. is included on Pages C-5/1-4.

The FPB Job Classification/Pay Compensation Plan was developed and implemented in 1993-1994 and was reviewed in 1998 and in 2001. Following the 2001 review, the Board directed that subsequent reviews be conducted every five years beginning July 1st and concluding in December, with changes incorporated into the following year’s budget plan.

The purpose of the Job Classification/Pay Compensation Plan is to recruit and retain a competent work force, comply with Federal and State Laws, offer equitable compensation, and support fair and consistent administration of compensation and classification related actions. A periodic review is needed to insure internal equity and that salaries are competitive with other employers in the labor market.
