21. Other New and Old Business:

Approve Speedpay Master Services Agreement:

Staff recommends that the Board approve the Speedpay Master Services Agreement.  The term of this Agreement is two (2) years and may be terminated  for convenience upon ninety (90) days notice.

2. Approve Determination Regarding Adoption of PURPA Standards:

Staff recommends that the Board approve the Engineering Report regarding adoption of the new PURPA Standards.

Based on the report Staff does not recommend adoption of the new standards at this time.

3. Informational Item – Status of Bluegrass Water Supply Commission:

The last monthly BWSC meeting was held in High Bridge on May 21, 2007.  A presentation was given to the elected leadership promoting the equity ownership regional model, but the primary focus was to explain the real need for State and Federal funding for the BWSC.  The minutes (draft) of that meeting and a copy of the presentation have been provided on pages 20-30.

Key components of the presentation worth mentioning:

  1. Ultimate BWSC concept includes a Pool 3 KAW/BWSC plant (Phase 1) and a Louisville Water Company connection (Phase 2) for sources of potable water (“Two Rivers Solution”).
  2. “Without Assistance (financial)- Not Affordable”

PSC Case No. 2007-00134 (KAW’s Certificate of Convenience and Necessity to construct the proposed regional water treatment plant on Pool 3 and transmission line) continues to grow with more entities asking for intervention. In addition to those entities that have requested to intervene (AG, LFUCG, BWSC, KIUC, CAWS), the Kentucky River Authority has recently passed a resolution in support of the BWSC/KAW Pool 3 plant and has authorized it’s director to file a motion for full intervention.
