Approve Amendments to the Job Classification/Pay Compensation (JC/PC) Plan:
Staff recommends changes in the organizational structure within the Water Distribution Department, creating a new position, and the reclassification of one position.
A. Revised Organizational Structure: The Department has updated the job descriptionsand organizational structure to better reflect the work assigned to each position and to improve accountability.
Staff recommends that the department be organized into three divisions utilizing our current staff. The three divisions are the Service Division, System Maintenance Division, and the Construction Division.
The Backflow Prevention Specialist and the Electronic Technician job series will no longer be used. The Systems Maintenance Worker and Meter Technician job series will be added.
Current employees will continue in the job they now have, but may have a new title. The revised titles and job descriptions are consistent with and better reflect the work the employees have already been doing.
These changes will not affect paygrades or rate of pay.
B. Create a New Position, System Maintenance Supervisor: A copy of the job description
and a summary of the division’s responsibilities are provided on Pages C-6/4-8. Six employees will report to this position. The new position will not result in an additional staff member, but will likely be filled through an internal promotion; the employee who is promoted will not be replaced.
Filling the new position will result in an annual payroll increase of approximately $8,400. Budgeted funds are available for this reclassification.
C. Reclassification of the Construction Crew Leader Position: The reclassification is based
on adding an additional licensing and an increase in experience requirements. The position is responsible for the crew working on a particular project in the absence of a supervisor, and has supervisory responsibility over employees in a higher grade. The change will result in the paygrade increasing from a 27 to a 32.
Future incumbents will be required to have earned a Class IV Distribution license. Current employees in the position will be grandfathered and can continue in the position as grade 27, but are eligible for promotion once they have obtained the Class IV license. The change for each position will result in an increase of approximately $7,600.
This change will have no financial impact on the current budget, and will be included in next year’s budget and the five-year plan.
