Approve Woodford County Fiscal Court Resolution No. 2007-5 – A Joint Resolution Approving Cooperation Agreement with Woodford County Fiscal Court for the Clifton /   McCracken Pike Water Line Extension Project:

In 2005, Staff worked with Joe D. Gormley, then County Judge Executive for Woodford County, to apply for KIA monies that would provide service to four unserved customers as well as improve service to thirteen underserved customers in the Clifton, McCracken, Grassy Springs, and Steele Road areas.  The entire project consists of five separate line extensions/upgrades totaling approximately 6.22 miles.

A general estimate of $1,072,900 was provided by Staff for the grant application; the estimate was provided without the benefit of detailed design.  The State approved a grant in the amount of $950,000 for the project in 2006.  Staff is hopeful that the project can be constructed for the grant areplacement budget to make up the difference.

The County acquired the services of Community & Economic Development/WJL Associates (CEDA) to act as grant administrator to perform all the necessary paperwork and facilitate the transfer of funds between the Kentucky Infrastructure Authority (KIA) and the County.

This agreement between the FPB and Woodford County Fiscal Court was drafted between the County and the KIA.

Staff recommends that the Board approve the agreement in order to proceed with the subsequent GAA, design, and construction.

A copy of the agreement was forwarded to the Staff Attorney for his approval.
