1.

Approve Retransmission Consent Agreement with WDKY Inc. for the Addition to Basic Cable:

Staff recommends that the Board approve the Retransmission Consent Agreement to carry WDKY on cable Channel 5 immediately upon approval by the Board.

This Agreement allows for the retransmission of WDKY (Fox-Lexington) with a term through December 31, 2008. FPB’s financial commitment to carry this channel is identical to that of every other analog retransmission consent agreement approved by this Board in December 2005.

The Staff Attorney negotiated this Agreement and finds it acceptable.

Approve Award of Bid Invitation #1397 (Two 15KV Breakers - $35,934):

Staff recommends that the Board approve the award of Bid Invitation #1397 (Two 15KV Breakers) to Wesco, the low bidder meeting our “preference” specifications in the amount of $35,934. The bid invitation was mailed to 12 vendors with only four responding.

A “preference” provision for a magnetic actuator mechanism breaker was included in the bid. Even though Utility Sales was the low overall bidder with a Siemens breaker (vacuum not magnetic), Wesco was the lowest bid with a magnetic actuator mechanism breaker. The cost difference between the vacuum and magnetic breaker is $190.

These breakers were provided for in the FY 2006 budget and will be used at the Old Soldiers Lane Substation Project.

Approve Award of Bid Invitation #1398 (Voicemail System - $94,786:

Staff recommends that the Board approve the award of Bid Invitation #1398 (Voicemail System) to Innovative Systems, the only bidder submitting a bid in the amount of $94,786. The bid invitation was mailed to five vendors with only one vendor responding.

This system was provided for in the FY 06 budget and will be used to provide a better voicemail service to our customers.

Consider Paul Sawyier Library’s Request for a Waiver of Security Deposit ($7,000):

Ms. Donna Gibson, YMCA Executive Director, is rquesting that the Board consider waiving a $7,000 security deposit for the new library located at 305 Wapping. During the past 18 months, there has been no late payments.
