Approve Revision to the Frankfort Electric and Water Plant Board Employee Guidelines Governing Employment – Section XXVII - Harassment and the Addition of an EEO Complaint Process:

Staff recommends updating the Employee Guidelines to replace the section on Harassment with a section called, “EEO/Anti-Harassment Policy & Complaint Process” which includes an Anti-Harassment and Discrimination Policy and provides details for filing an EEO Compliant within FPB.

In February of this year, Carol Dawson of EEO Guidance presented the Affirmative Action Plan to the Board, and recommended that FPB adopt an EEO Complaint Process for handling EEO complaints. While developing this process, we also decided to review and update the existing policy on Harassment and merge these related items to insure consistency between the two.

If approved, the revised section will be distributed to all current and future employees. The EEO Complaint Process will also be posted on the FPB website, under Human Resources, to make it available to external applicants and others outside the organization who may wish to file a complaint.

The proposed policy is provided on pages C-9/1-6. The current “Harassment Policy” which will be replaced is also provided on page C-9/7.
